Jilani Farhad, spokesman for the governor of Herat said the incident took place at around 10:30 am when embedded explosives inside a fruit cart detonated.
Farhad added one civilian was killed and five people, including two children and a police officer wounded in the attack.
Two of the wounded in the incident were taken to Regional Hospital, is reported to be in critical condition.
Investigations are underway.
There was no immediate claim of responsibility for the blast.
