How Would Afghanistan Spend $15.2 Billion Aid?

MEP: The leaders of National Unity Government were able to achieve a pledge of $15.2 billion of the international community at Brussels summit on Wednesday.

The assistance, itself is a success for the government’s efforts to provide its agenda, is not very satisfactory.

The aid while John Kerry, Secretary of State expressly stated that the situation and the national unity government programs are fragile, is considered a success.

Meanwhile, how there is problems and disputes among the national unity government leaders and other senior government officials, isn’t hidden to anyone.

How a number of provinces are currently at war and in the fire and smoke, as well as senior government officials to doubt and even their minds.

Although not serious action in fighting corruption was taken and there are still corrupted individuals in government and big corruption cases are yet to be examined.

On the other hand, in recent years a lot of aid and money has been poured to Afghanistan and these money and assistance did not undoubtedly bring any change in the lives of ordinary people, although it should be noted that for a few, the money was a way to batten and fatten that had changed the 180-degree in their lives.

All believe that corruption, lack of efficient management, the presence of undesirable people in high government posts, failure to address the myriad lower-level staff and the presence of people in the name of consultant and highly qualified staff, have been the factors that caused the past pouring money to be wasted and embezzled.

Now the international community has contributed numerous and torrential aid to Afghanistan.

The first question is why the international community pledged billions of dollars to Afghanistan despite knowing that the functions of the national unity government were unsuccessful and inappropriate?

If the international community is involved in Afghanistan corruption, why committing all these assistance against corruption while there had been no success in it?

Although often noted that donor countries, allocate their aids to the institutions that are run by the same country and have development programs in Afghanistan.

However, it will be good if government plan an appropriate program for spending this aid, but if only a few use this aid on ambition, power and building own property, it will be no beneficial to the people.

The allocation of this money in people’s consumption requirements, assures the nation that are involved in aid and government programs; but lack of management and its use in parts which have been used in the past, and in addition to not have any effectiveness, would expand the opportunities for corruption.

Hope that this money should not be divided as 50 to 50 of leaders and the next government will no longer attract any help from the international community because of the current government’s failed record.

If leaders internal conflicts not solved, have to wait for embezzling of the $15.2 billion aid and the people remain still yearning for a change in their lives.

Hope they do not use this money to satisfy Gulbuddin Hekmatyar and to spend on his application and people continue to stay away from the scene and be the victims of voters.

It should be noted to the government that use to this aid requires a proper management that have not seen so far and requires time that was never available and should not waste time for internal conflicts, they should instead use time for this aid on how to spend it on suitable measures.

In the end, its noteworthy that the new commitments in Brussels, shows that every year and each period, the financial assistance of international community is reduced and government leaders must recognize that with the same situation a few years, perhaps no foreign money to Afghanistan would be allocated and this suggests that we should seek self-sufficiency from the current help.
