The militants were planning to launch terror attacks in Moscow and St Petersburg, according to source.
The FSB, the state security agency said among the suspects were Russian nationals and citizens of Central Asian states, who were also planning attacks in the Sverdlovsk region in the Urals.
The group had arrived in the country from Turkey, the FSB said, but no further details were given.
